This is still happening to us as well. I think the issue we're encountering is that our hard drive is full. I was told Springboard would find free space if it was available and we do have a secondary SSD with plenty of space but I don't think Springboard "sees" it and doesn't install on it. I've tried disabling/reenabling a couple of times and restarted springboard also but still no progress on the download.
Edit: I managed to get it going by reinstalling Springboard completely. All the installs that did not want to start queued up immediately and began downloading/installing. The original install was botched anyways and the issue was probably an unforeseen side effect of that.
suggestion: could we have more than one "SpringboardVR Content" folder and choose where we want to install each game? Like with Steam pretty much. something that would look like this :
Also, it would be great if maintenance mode shut down SteamVR and triggered those installs, could be a real time saver
