I got a response from them last year before I opened my arcade. Basically they only license it for companies willing to use their dedicated booth design, and have exclusive deals with museums. It's unlikely they'll ever license it for arcades which is a huge shame.
I suggest looking at Operation Apex which can be licensed through Steam Site Licensing. It's a better bigger game than theblu, however it is more complex for first time users
