Don't worry! This is one people run into quite a bit and it's a quick fix! Generally it's caused by the game needing an updates terms of service or other agreement.
ToS/EULA Acceptance
Other possibilities are that you aren't logged into the correct Steam account or the game could be in the middle of an update.
